What Is the APEC Business Travel Card?

The APEC Business Travel Card (ABTC) is a pre-clearance travel document issued to eligible business travellers from APEC member economies. It grants access to dedicated fast-track immigration lanes at major airports across participating APEC economies, cutting wait times from hours to minutes.

The card does not replace a visa. It supplements your passport and is valid for five years, covering all 21 APEC member economies that have ratified the ABTC scheme. Participating economies include Singapore, Malaysia, Thailand, Indonesia, Australia, Japan, South Korea, China, and more.

Who Can Apply for the ABTC?

Eligibility rules are set by each member economy and vary slightly, but the core criteria are consistent across most participating countries:

Of an APEC member economy that participates in the ABTC scheme. Permanent residents are not eligible in most economies.

You must be engaged in legitimate business
This includes business owners, company directors, senior executives, and professionals with a demonstrable need for frequent travel within APEC economies. Freelancers and digital nomads may qualify if they can show active business engagement.

How to Apply: Step by Step

Identify your issuing authority
In Singapore it's the ICA; in Malaysia it's the Immigration Department. Each APEC economy designates its own body — check your government's official immigration website before you start.

Gather your documents
Prepare passport copies, proof of business activity, photographs, and payment. Incomplete applications are the single most common cause of delays.

Submit your application
Most economies accept applications in person at the designated authority. Some now offer online or postal submission — confirm before you travel in to submit.

Your application is circulated to all participating APEC economies for security vetting. This is the longest step — expect one to three months.

Does the ABTC replace a visa?
No. The ABTC provides fast-track immigration access but does not grant entry rights on its own. You still need a valid visa or visa-exempt status for each economy you visit. The card speeds up the process — it does not change your eligibility to enter.

It depends on your home economy's rules. Most authorities require evidence of formal business activity — a registered company, employer letters, or active contracts. Independent contractors have been approved, but the application is stronger with documented business relationships across multiple APEC economies.
What happens if my passport changes?
The ABTC is linked to your passport number. If you renew your passport, notify the issuing authority and have the card reissued or annotated. Travelling on a new passport with an old ABTC will cause problems at immigration lanes.
